How it started

Founded in 2021, in Austin.

Novexhire started in a shared office on Congress Avenue in 2021. Priya Raghavan had spent nine years running technical delivery at Ardenfield Talent Group, where her teams filled roughly 1,400 engineering roles a year. Daniel Okafor had built conversational voice systems at Quillon Labs, then spent two years watching recruiters paste interview notes into spreadsheets by hand. They kept arriving at the same complaint from opposite ends of the process. Recruiting had gotten very good at collecting applicants and very bad at talking to them.

The math was the problem. A single senior engineering req at their clients pulled 300 to 600 applications, and a recruiter carrying 18 open reqs could give each one about six seconds. Screening collapsed into keyword matching on the resume, so strong people with nonlinear careers, career gaps, bootcamp training or foreign degrees were filtered out before anyone spoke to them. An internal audit at Priya's last employer put it plainly: fewer than 8 percent of applications were actually read, and roughly 80 percent of applicants never got a response of any kind.

So they inverted the order of operations. Instead of reading resumes faster, they built agents that could hold a real screening conversation with every applicant, at 2 a.m., in Spanish or Tagalog, over WhatsApp. Signal Screening went live in 2022 with Kestrel Freight Systems, a Chicago logistics operator hiring about 200 warehouse technicians a quarter. It talked to all 4,100 applicants in the first month. The shortlist came back with 31 people the old resume filter would have discarded, and 9 of them were hired.

Novexhire is two businesses running on one system. The platform gives in-house teams sourcing, screening, interviewing and scoring through five AI agents. The agency puts our own recruiters on the req when a client would rather buy the outcome than the software. Today 84 people work from Austin, Chicago, Bogota, Madrid and Manila, and every hiring decision still ends with a human name attached to it.

What we hold to

Four commitments we can be held to.

Written so they can be checked, not so they sound good on a careers page.

  • Everyone Gets Answered

Every applicant who starts a conversation with us gets a decision, and we hold ourselves to 24 hours. We report that response rate to clients monthly, and it has not fallen below 96 percent since 2023.

  • Humans Own Rejections

An agent can rank, score and recommend, but it cannot reject anyone. Every advance and every rejection carries the name of the recruiter who approved it.

  • Evidence Over Resumes

A resume is a marketing document, not evidence. We score what a candidate demonstrates in a structured interview or a work sample, and we weight that above pedigree, employer brand and years in seat.

  • Auditable By Default

Every score our models produce is stored with its inputs, the model version and the rubric that generated it. When a candidate or a regulator asks why, we answer with a record rather than a recollection.

Milestones

  1. 2021

    Founded in Austin

Priya Raghavan and Daniel Okafor incorporated Novexhire in June 2021 and took space at 1100 Congress Ave. The first six months went into a screening prototype and three unpaid pilots.

The agents passed one million completed candidate conversations in February. Median time from open req to client-ready shortlist now sits at 3 days across the agency book.

Leadership

The people accountable for it.

  • Priya Raghavan

    Co-founder and Chief Executive Officer

Priya owns the agency practice and the client book, and she still sits in on rubric calibration for the first requisition of every new account. Before Novexhire she carried a 90-person delivery organization through two ATS migrations and learned what a database is worth when nobody can search it.

    Austin

  • Daniel Okafor

    Co-founder and Chief Technology Officer

Daniel built conversational voice and speech systems at Quillon Labs before moving into hiring technology. He owns the agent architecture and the evaluation harness that every model version has to clear before it reaches a candidate.

    Austin

  • Camila Restrepo

    SVP, Global Delivery

Camila ran a 120-recruiter nearshore delivery center for Merrow Talent Partners across Colombia and Mexico. She opened the Bogota hub in 2024 and now oversees delivery for every agency account.

    Bogota

  • Alba Serrano

    Managing Director, EMEA

Alba led enterprise talent programs at Norvent Systems, covering hiring in nine European markets. She built the Novexhire EU practice around GDPR and EU AI Act obligations and chairs the internal review board for high risk deployments.

    Madrid

  • Rafael Bautista

    VP, Operations

Rafael scaled a 600-seat recruitment process outsourcing floor at Halbrook Business Services in Taguig. At Novexhire he runs overnight coverage, escalation paths, and quality scoring on every human review.

    Manila

  • Naomi Feldstein

    Head of Responsible AI

Naomi is an employment lawyer turned auditor who spent six years assessing automated hiring tools against EEOC guidance and NYC Local Law 144. She owns the bias testing schedule, the model cards, and the candidate appeals process.

    Chicago

84 people across 5 offices, in Austin, Chicago, Bogotá, Madrid, Manila.

Responsible AI — 05

AI You Can Audit

Hiring is a high stakes decision, and the EU AI Act classifies employment systems as high risk for good reason. Our position is straightforward. Agents gather evidence and produce scores, people make decisions. No candidate at Novexhire is advanced or rejected by a model acting alone, and every outcome carries the name of the recruiter who approved it.

We test the models the way an auditor would. Each agent is evaluated before release against a held-out set of past reqs, and selection rates are checked by race, ethnicity, and sex using the four-fifths rule that underpins EEOC guidance. An independent firm audits our scoring tools every year in line with NYC Local Law 144, and we publish the summary results along with the candidate notice language our U.S. clients are required to provide. Every agent ships with a model card covering data sources, evaluated tasks, known limitations, and version history.

Candidate data is handled under GDPR and CCPA based on where the candidate sits, not only where the client sits. Interview video and audio are retained for 12 months by default, transcripts and scores for 24 months, both configurable down to 30 days and deleted within 30 days of a verified request. Access controls, encryption, and change management are covered by our SOC 2 Type II report, available under NDA from security@novexhire.com. Questions about a specific candidate record go to privacy@novexhire.com.

Where we are

Five offices, three continents.

Delivery hubs sit in the markets we recruit hardest in, so the recruiter on a shortlist is in the candidate's timezone.
